MORE than 700 highly experienced gardai retired from the force last year, new figures have shown. A total of 717 officers retired after completing at least 30 years of service. The figures reveal that 472 rank and file gardai took retirement last year, as well as 175 Sergeants, 27 Inspectors, 26 Superintendents, 14 Chief Superintendents and three Assistant Commissioners. Despite the retirements, the size of the force is still at historically high levels, but many of the officers have less than 10 years service. Many of those who retired decided to leave the force in advance of last Decembers budget because it was feared that Finance Minister Brian Lenihan was going to tax the lump sum officers receive on completing their service.

WASHINGTON — On Sunday, February 7, the country will commemorate the tenth annual
National Black HIV/AIDS Awareness Day. It’s a day that reminds us that
HIV/AIDS is still a public health crisis in the US. And it’s a day when
communities and organizations across the country come together to
recognize the impact this disease has had on the African American
community.

African Americans make up almost half of Americans living with HIV/AIDS
today. Blacks represent 12 percent of the population, but account for
nearly fifty percent of new HIV infections. In their lifetimes, 1 in 16
African-American men and 1 in 30 African-American women will get an HIV
diagnosis.

These are not just startling statistics—these numbers represent people
we know and love: neighbors, friends, members of our families and our
faith communities. And it’s time that we as a nation take action: to
improve care and treatment for those who are HIV positive and to
strengthen our prevention efforts to stop the spread of HIV.

President Obama has made domestic HIV/AIDS a priority. He has set goals
of reducing HIV incidence, increasing access to care and improving
health outcomes, and reducing HIV-related health disparities. His 2011
budget includes more than $3 billion, an increase of $70 million, for
the Centers for Disease Control and Prevention (CDC) and the Health
Resources and Services Administration (HRSA) to enhance HIV/AIDS
prevention, care, and treatment. The budget also focuses on HIV testing
among high-risk groups, including men who have sex with men, African
Americans, and Hispanics.

The Hospital for Sick Children (SickKids) has partnered with Hamad Medical Corporation (HMC) in Qatar to advise on the creation of a brand new, state-of-the-art childrens hospital in the Middle East.

On February 7th, senior leaders from SickKids marked the official announcement of the five-year partnership. SickKids has been enlisted to provide advisory services for the development and operation of the new 217-bed, 45,000 square foot childrens hospital located in Hamad Medical City, a large, not-for-profit health-care complex in the heart of Doha, Qatars capital city.

“This partnership is yet another example of SickKids international reputation for excellence in childrens health, and moves us one step closer to realizing our vision of Healthier Children. A Better World,” said Mary Jo Haddad, President and CEO of SickKids.

While in Doha, SickKids staff will provide expert counsel in such areas as paediatric medicine, surgical services, interprofessional practice and education, family-centred care and research. The partnership will also see staff from HMC travel to Toronto to take advantage of fellowship and learning opportunities at SickKids.

As Hackmans character noticed, Rohmers characters dont seem to do much; no Protestant work ethic keeps them from philosophizing late into the night. Sometimes they dont even do so much as talk–a longish scene in Full Moon in Paris (1984) simply shows modish men and women dancing to mediocre French pop in a 1980s nightclub. But, despite the familiar European-art-film elements, Rohmer was a filmmaker unlike any other. In the 1950s, before the French New Wave Rohmer helped launch had even been conceived, he told fellow critic and would-be director Jacques Rivette that there were two novelists every filmmaker must read: Honore de Balzac and Fyodor Dostoevsky. You wont find many other French directors–let alone directors, period–closely studying these two giants. But a fondness for one of literatures founding realists, and for its greatest psychologist and moralist, sums up Rohmers approach to his art. Dont let these influences–or the fact that Rohmer was also a schoolteacher, a novelist, and a critic–lead you to think hes simply a highbrow writer who set his words to celluloid. In fact, a lot goes on in Rohmers films, though much of the drama is internal. Every one of his movies contains action of the highest type: Acharacter (usually a man) is faced with temptation and must make a moral decision. That decision, though pondered with the right amount of angst, might seem to be a momentary one, but it turns out to be momentous. A yes or a no can damn a man for eternity.

TOLUCA, Mexico — A landslide killed at least 11 people in central Mexico on Friday, adding to 18 deaths this week from severe and unseasonable winter storms that closed schools and freeways and flooded thousands of homes. Ten men and a woman died in Mexico State after mud and boulders loosened by heavy rains swept down onto a highway Friday afternoon. At least 20 more people were reported missing in the slide 30 kilometers (20 miles) west of Toluca, Mexico State prosecutors spokesman Alfredo Albitir said. Michoacan authorities said several people were still missing and at least 2,000 homes were damaged. The federal government declared three Michoacan townships disaster zones, opening access to relief funds.

Business Deal is Slap in the Face to Local Environmentalists

CHARLOTTE COUNTY, Fla. — “It’s an outrageous slap in the face,” says longtime Charlotte County
Commissioner Adam Cummings. “For years we fought Mosaic’s efforts to
expand strip mining in the Peace River Basin. We spent $12 million doing
it. Now the Tampa Bay Rays want to put the Mosaic name on our sports
center. It’s as if Mosaic is going to get the naming rights for Florida
Field and change its name from the Swamp to the Clay Pit because
that is what they do to natural wetlands.”

The dispute centers on the Tampa Bay Rays need to acquire a sponsor for
the Charlotte County Sports Park. The County allowed the Ray’s to sell
naming rights. The County will receive $75K annually from the agreement.
The Rays propose to sell call the park, “Mosaic Field.”

“For those of us who know the environmental damage and the threats to
our water supply which this company causes, it’s a disgrace,” said Sue
Reske with the Greater Charlotte Harbor Group of the Sierra Club.
“Mosaic’s latest water permit request is for 3 times the amount which
all 250,000 of us downstream use each day. It’s simply outrageous for
the Rays to ask Charlotte County, which has been working to reinvent
itself as a green community, to consider selling our primary public
symbol to this greedy polluter.”

“It’s indisputable that the Peace River basin is suffering from the
effects of wall-to-wall phosphate strip mines,” said Dennis Mader,
President of 3PR, an environmental group working to protect the Peace
River Watershed.

Abigail Childs interactions with musicians in Is This What You Were Born For? Not coincidentally, these works represent the influence on cinema of two popular music practices: the ubiquitous re-mixing that has emerged from hip-hop culture and the group composition typical of many rock bands. Gordon is a founding member of the highly regarded new music organization Bang on a Can, a group dedicated to facilitating the composition and performance of new music, often with an interdisciplinary dimension and independently of conservative academic contexts. Decasia, Gordons internationally celebrated collaboration with filmmaker Bill Morrison, is a symphony for full orchestra paired with a montage of archival nitrate footage in various states of intriguing and evocative decomposition. LOS ANGELES — Brittany Murphy, the star of “Clueless” and “8 Mile,” died from pneumonia, with prescription drugs and anemia also playing a role, a coroners official said Thursday. The Dec. 20 death of the actress was accidental and likely could have been prevented if Murphy had seen a doctor sooner, Assistant Chief Coroner Ed Winter said. He noted, however, that she did have an appointment scheduled with a physician a few days after she died. Winter said Murphys community-acquired pneumonia was serious and proved lethal when combined with the medications and iron deficiency anemia. Murphy died at age 32 after collapsing in her Hollywood Hills home. Her mother and husband have said the actress didnt abuse prescription medications or have an eating disorder.

With the doubling of nominated films in 2010, this year’s program will
be divided among back-to-back weekends, Saturday, Feb. 27 and Saturday,

“Inglourious Basterds,” “Precious: Based on the novel ‘Push’ by

New this year, guests will be invited to select the films to
join box office smash hit “Avatar” (in 3D*) the first weekend of the
Showcase via an online poll. This feature allows guests the
unprecedented opportunity to help design the program’s show schedule for
the first time.

As in previous years, with the purchase of a pass, attendees receive a
large popcorn with unlimited refills and a souvenir lanyard,
which will feature artwork from the 10 nominated films and will give
guests the freedom to come and go throughout the event.

When the Texas Department of
Transportation (TxDOT) wanted to get the word out to holiday revelers to
find a sober ride home or call a cab, they tapped the Ecast network to
deliver the message via its interactive jukebox platform. Riding on the
heels of the huge success of that campaign, which sent a list of cab company
phone numbers to a mobile phone number that a bar patron entered, TxDOT is
launching a Super Bowl campaign this weekend with a similar message: “Its
not whether you win or lose, its how you get home.” The campaign also
includes an interactive game called “The Pigskin Challenge” to engage bar
patrons with the campaign to increase the effectiveness of the sobering
message.

“The Ecast network gives us an opportunity to have a voice in bar
environments and reach patrons at that critical moment of decision not only
with a dont drink and drive message but with the actual means for a safe
alternative,” said Nigel Lowrie, account supervisor with Sherry Matthews
Advocacy Marketing. “Ecasts interactive, broadband platform allows us to
send localized cab numbers to patrons who make the right decision and is
something weve always wanted to do — facilitate closing the loop with the
desired action.”

As with the December “reindeer” campaign, Ecasts advertising team and
creative services collaborated with TxDOT and its ad agency to leverage the
capabilities of Ecasts media platform — a sophisticated content
distribution network integrated with DoubleClicks DART Enterprise ad
serving technology — to geo-target locations in order to serve the ads to
specific venues within the scope of the campaign specifications. The
creative consists of an animated, 20-second MPEG2 track loop, banner and
tower ads. The Super Bowl campaign uses the designated market area (DMA)
targeting capabilities of the Ecast platform to send localized cab numbers
to jukeboxes in specific locations.

WINCHESTER, Calif. — There’s no question about it — Valentines Day is about being with the
ones you love. An evening shared out on the town or the exchanging of
gifts become fond memories. For some though, Valentines Day can be
filled with loneliness and difficulty as many men and women serving
their country in the military often results in separation of family and
friends over the holiday.

The same holds true for hospitalized veterans and injured soldiers and
their families. With that in mind, national nonprofit organization Help
Hospitalized Veterans (HHV) has teamed up with eleven Department of
Veterans Affairs (VA) medical centers across the nation to host the
National Salute to Veteran Patients, Valentines for Veterans Concerts.
What began in February 2007 as a single, small town Valentines Day
Concert event to show support for local veterans has grown to become a
nation-wide, annual event with additional host facilities participating
each year. Inspiration for the Concerts was a tender love story between
a severely wounded Iraq veteran and his wife.

“VA’s goal of informing Americas veterans of VA programs and services
is a very important part of the outreach going on through the Concert
series,” said VA Voluntary Service Director, Laura Balun. “We want
citizens to come enjoy a great show and learn more about volunteer
opportunities available with VA.”

After the success of the first Concert, the series expanded to four
locations in 2009. This year, the Concerts will be held in eleven U.S.
cities – Baltimore, Maryland; Battle Creek, Michigan; Charleston, South
Carolina; Chicago, Illinois; Cleveland, Ohio; Fayetteville, Arkansas;
Kansas City, Missouri; Memphis, Tennessee; Prescott, Arizona; St. Louis,
Missouri; and Wichita, Kansas. The acts will include Aaron Tippin, The
Chi-Lites, Lee Greenwood, The Temptations Review featuring Dennis
Edwards and 2009 Rock and Roll Hall of Fame Inductee Little Anthony and
The Imperials.

AAAs Tipsy Tow program is slated to provide a one-way ride of up to five miles for the driver and vehicle to the drivers home. If there are additional passengers who need a ride, they will be taken to the drivers home as long as there is sufficient room for them to be transported safely in the tow truck. HAYWARD — Karl George Sanft was charged Friday with two counts of murder in the knife slayings of a security guard and truck driver at an auto lot on Tuesday. Sanft, a 34-year-old Union City resident, also was charged with carjacking and robbery related to the same spree. The murder charges carry a host of special circumstances — murdering a witness to a crime, multiple murder, and murder in the course of committing another crime — that could result in the death penalty. Police believe James Wightman, 53, witnessed what happened and was slain in the cab of his truck. The Central Point, Ore., resident worked as a transport truck driver and often did pick ups and deliveries at the lot, or used it as a place to rest, co-workers said. Sanft was arrested by Sunnyvale police later on Tuesday when they investigated reports of an “out of place” car parked in a neighborhood.

A TRAILER for the new movie Daybreakers invites us to “imagine a world where almost everyone is a vampire.” That shouldnt be too hard. It seems like were already living in one. Vampires are everywhere. At the start of 2010, the four novels in Stephenie Meyers Twilight series ranked Nos. 2, 4, 5, and 9 on USA Todays list of bestsellers. Theyve held spots in this range for a couple of years–it might be said that theyve refused to die–and recently theyve spawned a pair of films that have grossed more than half a billion dollars combined. More are on the way. Plenty of other recent books (Dead and Gone by Charlaine Harris, Vampire Academy by Richelle Mead) and movies (Cirque du Freak, Jennifers Body) also have featured the bloodsucking undead. On TV, The Vampire Diaries is the most-watched show on the CW network. True Blood has aired on HBO for two seasons and has commitments for two more. It recently launched a jewelry line. A clasp necklace with rubies shaped like drops of blood retails for $1,295. One of the hottest rock bands of the moment is Vampire Weekend. Its latest release, put out on January 11, quickly became the most downloaded album on iTunes. I dig vampires as much as the next guy who has read Bram Stokers Dracula three or four times, goes out of his way to watch monster movies, and thinks “Bela Lugosis Dead” by Bauhaus is one of the coolest songs ever recorded. Yet the present ubiquity of vampires is too much, even for me. Once upon a time, vampires were creepy and haunting. Now theyre yawn-inducing bores. Perhaps theyve finally reached their cultural expiration date. At the very least, they should crawl back into their coffins and give the rest of us a break. H. P. Lovecraft, the great 20th-century horror writer, explained the aesthetics of terror: “The oldest and strongest emotion of mankind is fear, and the oldest and strongest kind of fear is fear of the unknown.” The problem with vampires is that theres nothing left to fear because theres nothing left to know. At one point in their progression through pop culture, it took a purveyor of arcane wisdom like Abraham Van Helsing to defeat them. Nowadays, every fifth grader has memorized the fundamentals of vampire slaying: crucifixes, garlic, sunlight, and so on. Theyve become Halloween cliches.

American Consumer Institute (ACI):

We applaud yesterdays statement by the U.S. Department of Justice
expressing its problems with the proposed Google Book Search Settlement,
stating that the settlement is “an attempt to use the class action
mechanism to implement forward-looking business arrangements that go far
beyond the dispute before the court in this litigation.” We wholeheartedly
agree.

Because the deal would give Google the first and only online search book
deal and allow Google to use some authored works without compensation, and
because Google already has a formidable share in the search and search
advertising markets, the settlement would hand Google a market advantage
that other competitors cannot overcome. We believe that these
anticompetitive risks outweigh any public benefits.

“Considering that this process began with Google allegedly violating author
copyrights by scanning and putting books online, it would seem that the
current deal is a reward for illegal behavior when punishment is in order,”
noted Steve Pociask, president of the American Consumer Institute. “For
other firms to compete against Google, they would need to violate copyright
laws, be sued and settle on their own, losing valuable first mover
advantage. The public benefit of an online book database should not be a
justification for permitting illegal activities and using the courts class
action process to cement a profitable business venture.”

The American Consumer Institute believes that Google should be required
either to: 1) destroy the copyrighted materials that it illegally copied;
or 2) provide all would-be competitors the same materials that were
illegally scanned and give all competitors the same settlement terms as
Google. Then all competitors would be free to add works, differentiate
their product and customize their service offerings to the public. “Our
approach would put these authors works online for the benefit of the
public, without sacrificing the benefits of market competition,” added
Pociask.

Pengram Corporation (OTCBB: PNGM) (the “Company”) announced today that it has entered into an option agreement to acquire the June Mineral Claims (the “June Claims”) in the Alberni Mining Division of the Province of British Columbia. The June Claims cover an area of approximately 250 acres located 5.5 miles southeast of Gold River, British Columbia.

The property was originally mined on a small-scale basis in the 1930s. There is approximately 120 feet of open cut workings on the property.

In 1946, a geologist with the BC Department of Mines took 31 samples from the property for assay. The samples assayed in a range from trace to 16 oz. per ton of gold and 22 oz. per ton silver, with the average of the 31 samples being over one ounce gold and five ounces silver. A number of the assays also contained copper, lead and zinc.

A small sampling program by an independent geologist in 1977 confirmed the existence of the same suite of mineralization on the property. Two samples taken across a vien exposed in workings on the property returned the following values:

COEUR D’ALENE, Idaho — Coeur dAlene Mines Corporation (NYSE:CDE) (TSX:CDM) (ASX:CXC) today
announced that it has completed the sale of $100 million of senior
unsecured notes (the “Notes”) under its effective shelf registration
statement on file with the U.S. Securities and Exchange Commission. In
conjunction with the sale of the Notes, the Company also sold shares of
its common stock valued at $3.75 million.

Mitchell J. Krebs, Coeur’s Chief Financial Officer, commented, “The
proceeds of these notes will be used in part to fund Coeur’s main
capital priorities in 2010, including construction of a final tailings

principal and interest due on any payment date will be computed to give

Drazen Prelecs research deals with the psychology and neuroscience of

Prelec has been a member of the MIT faculty since 1991, and presently

Global Healing, a leading non-profit
organization devoted to providing modern medical equipment, supplies and
training to the developing world, and Partners In Health (PIH), have teamed
up to send Elizabeth Donegan, M.D., anesthesiologist at UCSF Medical Center
and health sciences associate clinical professor in the UCSF Department of
Anesthesia, with a team of PIH medical volunteers to Haiti.

PIH was in need of an anesthesiologist to complete its medical team to
provide relief on the ground in Haiti, so the organization contacted Global

OKLAHOMA CITY — University of Oklahoma President David Boren today announced he will

We applaud yesterdays statement by the U.S. Department of Justice
expressing its problems with the proposed Google Book Search Settlement,
stating that the settlement is “an attempt to use the class action
mechanism to implement forward-looking business arrangements that go far
beyond the dispute before the court in this litigation.” We wholeheartedly
agree.

Because the deal would give Google the first and only online search book
deal and allow Google to use some authored works without compensation, and
because Google already has a formidable share in the search and search
advertising markets, the settlement would hand Google a market advantage
that other competitors cannot overcome. We believe that these
anticompetitive risks outweigh any public benefits.

“Considering that this process began with Google allegedly violating author
copyrights by scanning and putting books online, it would seem that the
current deal is a reward for illegal behavior when punishment is in order,”
noted Steve Pociask, president of the American Consumer Institute. “For
other firms to compete against Google, they would need to violate copyright
laws, be sued and settle on their own, losing valuable first mover
advantage. The public benefit of an online book database should not be a
justification for permitting illegal activities and using the courts class
action process to cement a profitable business venture.”

The American Consumer Institute believes that Google should be required
either to: 1) destroy the copyrighted materials that it illegally copied;
or 2) provide all would-be competitors the same materials that were
illegally scanned and give all competitors the same settlement terms as
Google. Then all competitors would be free to add works, differentiate
their product and customize their service offerings to the public. “Our
approach would put these authors works online for the benefit of the
public, without sacrificing the benefits of market competition,” added
Pociask.

ERIE, Pa., USA LAGOS, Nigeria — The Nigerian Ministry of Transport and GE Transportation announced today
that the Nigerian Railway Corporation has taken delivery of the first
five C25 diesel locomotives – introducing new technology to Nigeria’s
rail system. The locomotives will be used for both freight and passenger
service. The remaining 20 locomotives will be delivered in the second
half of 2010.

The Model C25 six-axle locomotives were built by GE Transportation South
America, GE Transportation’s affiliate facility located in Brazil. The
locomotives feature GE’s reliable 7FDL 12-cylinder, 2,500 horsepower
engine that was supplied by GE Transportation’s diesel engine
manufacturing plant in Grove City, USA. The locomotives were designed
specifically to accommodate Nigeria’s weight per axle and clearance

GE Transportation South America has built GE diesel electric locomotives
including AC44, Dash 9 and the C Series in Brazil since 1967, and has

Private-equity firms will survive
only if they create business value through their companies operational
performance, as investors demonstrate that they will not invest in firms
focused on value creation through financial leverage. This is one of the
conclusions of a recently published white paper developed jointly by IESE
Business School and The Boston Consulting Group (BCG). The authors of the
paper are Prof. Heinrich Liechtenstein of IESE and Heino Meerkatt, a Munich-
based senior partner and private-equity expert at BCG.

Titled “Time to Engage — or Fade Away: What All Owners Should Learn from
the Shakeout in Private Equity,” the study points out that there has already
been an important increase in the number of investors in private equity and
concludes that private equity will remain one of the key assets for capital
allocation. However, there was a consensus among the investors interviewed
for the study that financial leverage is over and that those companies that
fail in operational value creation will disappear.

Based on interviews with limited partners who recently committed capital to
private-equity investments, the study describes the main nine levers that,
according to both experts, are vital for operational value creation. Divided
into two categories (table stakes and differentiators), these levers address
and challenge widely spread common practices in business management. For
example, Prof. Liechtenstein points out that frequent evaluation of top
management is one of the key stakes that allow companies to be on the radar
screen of investors. “Through our study, we learned that those companies
that evaluate their CEO and other top managers on a yearly basis produce a
higher ROI.” But evaluation is only useful if it has consequences.
“Companies have to act, and this might mean supporting and developing
managers, but it could also mean replacing them,” he explains.

The white paper identifies incentives as another important lever in
operational value creation. According to the authors, research shows that
there is a significant positive impact on a companys performance when the
equity stake held by managers increases. Research also shows that this
equity stake is more effective than stock option programs at creating a
share in downside risk.

Other important levers mentioned in the paper include a good business
strategy, which the authors say requires a disruptive impulse to be
developed. Because companies do not tend to create such an impulse
themselves, private-equity firms can benefit from a change in control or
from the fact that they invest in companies with the clear intention of
selling them after a time. The paper describes other levers, such as having
a board with firepower and benefitting from the fact that private-equity
firms are insiders in the companies in their portfolio.
